| This paper studies the relationship between the 2-torus action on a closed manifold
and the manifold with corners, and gives a necessary and sufficient condition in which
the action is locally standard. The condition is that the orbit space of the action is a nice
manifold with corners, and for every point in it, the rank of its isotropy subgroup equals to
its codimension. |
